| Malawi Telecommunications Limited (MTL), which was one of the fixed operators in Malawi, is now fully mobile since November 2011.This has made it possible for MTL wireless phone users to use their phones anywhere in Malawi regardless of where their phone was registered. MTL offers a wireless phone service called LibertyPHONE using CDMA technology. LibertyPHONE users were able to make and receive calls only in the district where the phone was registered. This was due to licensing regulatory regime prevalent at that time as MTL was only licensed as a fixed operator. But this changed after Malawi Communication Regulatory Authority (MACRA) introduced a converged license regime policy in 2011 that has allowed telecommunication operators to offer more services to the nation of Malawi. This has allowed fixed telephone operators to venture into mobile phone operations and hence MTL becoming fully mobile. MTL LibertyPHONE service can be accessed in Blantyre, Lilongwe, Mzuzu, Zomba, Mangochi, Thyolo, Chiradzulo, Nchalo, Machinga, Liwonde, Phalombe, Mulanje, Balaka, Ntcheu, Dedza, Salima, Mchinji, Dowa, Ntchisi, Kasungu, Mzimba, Mzuzu, Nkhatabay and Karonga. MTL calling rates are highly affordable for they can go as low as MK3.84 per minute during the off-peak hours.
